     Law enforcement from three states crack down on people not wearing their seatbelts.
     This is the 19th year for Hands Across the Border.
     Officials say last year, Tennessee saw the lowest number of fatalities since 1963.
     Seatbelt usage has increased, but 14,000 unbelted people still died in crashes nationwide.
     Half could have been saved if they were wearing their seatbelts.
     Officers at check points like the one Thursday night on Rossville Boulevard checked for seatbelt usage and proper child restraints along with looking for impaired drivers.
     Officials say fatalities know no state boundaries.
     Clint Shrum with the Tennessee Governor's Office of Highway Safety says, "We took 16 impaired drivers off the road in 2 hours last night. That's why it's so important. The mass of manpower, we can do more."
     Officers say that success saved lives.
     They remind people to buckle up over the summer or prepare for a ticket.
