Souonds like you are from a Nazi state, not a rule of law state.
In these United States, when a suspect is on the ground and in cuffs, the use of a taser is clearly a "punishment" and not a way to control a "subject" - the "Subject" does not become a "Suspect" until placed under arrest. If you listen again to the tapes and video, clearly he was not placed under arrest. If he had been in a motor vehicle, he could have been "in a state of arrest" if they had used their flashing lights. But they did not. They man handled him to the ground, all in good order, but after the cuffs were on chose to minister punitive punishment. This is not Germany circa 1939. This is America. The only criminal punishment that should be carried out should be the imprisonment of the officer(s) who pulled the trigger on the taser post hand cuffs.
