What about value-added?
It's surprising to me that an article focused on teacher effectiveness fails to mention value-added assessment, particularly since Tennessee has the longest-running, and arguably most sophisticated, system in the state. It allows you to see exactly which teachers are most effective at advancing student achievement - that would seem to be the place to start.
