No Scam
There is no scam. I got mine about 3 weeks after I ordered them. They come in an envelope that boldly announces "TV Converter Box Coupon Program" and "I've got 80 free bucks in my envelope!". I'm glad my bank isn't as stupid as the government by sending my new ATM or credit cards to me with bold proclamations all over the envelope!
First, I would suspect the database that the government program is using to enforce the "two per household maximum". If you have similar last names entered from the same IP address, I would question if the database is scrubbing name entries based on IP address or physical addresses.
Next, I would suspect the postal employees next. Maybe it's your mail carrier. Maybe it's a postal employee deep in the bowels of those sorting machines. Complain incessantly to the post office that no one is getting their coupons. Maybe some proactive postal employee will take up your case, champion your consumeristic cause, and find your missing coupons. Good luck.
Lastly, I would go on eBay and check to see if your converter box is for sale. Someone has probably already used both of your coupons, has gone to the store for you, bought the brand of converter that you think is best, and is now selling it to you on eBay at a greatly reduced cost. Just buy it and think of all the work they saved you. Just be sure to choose UPS shipping or they may intercept and resell the converter box as well!
