My coupons also expired and i was told that in no uncertainty would they be replaced. I was so upset that I shredded them. My Daughter is 11 yrs old and has downs syndrome and she depends a lot on some of the educational programs that she watches and it helps her to learn to talk like Sesame Street and also she likes to watch some of the channels that shows animals and unless I can come up with a way to be able to afford a converter box or a tv that is hdtv ready she is not going to be able to watch anything. So that is why I think the government just tries to find more ways to get money out of the poor people. It is bad enough that the economy is bad and everyone that has a job is either getting laid off or hours are being lowered and now we won't be able to watch tv because the government decided to change air wave signals. Sure, just keep all the rich and famous people happy with all the money that they have and keep the poor people in recession like they want. I have appealed (which they do have an appeal button) but I don't know why they have it they don't pay attention to it anyways.
