Luther Shockley will serve as an interim council person until the November election. He was sworn in tonight by Judge Russell Bean. Shockley is a retired principal. He isn't new to the position, he served as a caretaker for district 5 in 1998. Shockley takes the seat previously held by John "Duke" Franklin. Shockley publicly agreed not to run for the district 5 seat in the next election.
Chattanooga City council members select a caretaker for the District 5 seat.
