BEATRICE F. HICKS, 336 North Crest Road

Mrs. Hicks states in her letter of interest that she wants to serve the community because she has been given so many opportunities and received so much during her many years of life. She has lived on Missionary Ridge for 40 years, is a graduate of Rossville, Georgia High School and received business training from McKenzie Business School. Prior to marriage she worked as Secretary/Teller at American National Bank and performed clerical work at Peerless Woolen Mills and Allis-Chalmers Manufacturing Company. She and her husband of 59 years opened Hicks Insurance in 1955 and merged 11 years ago with RSS Insurance. She is currently President of the Missionary Ridge Garden Club and has been an active member of First Presbyterian Church for 40 years.

WALTER F. WILLIAMS, 4314 Evergreen Drive

Former City Court Judge Walter F. Williams states he has been a resident of District 5 for 20 years and is keenly aware of the needs of the District. He notes through his legal career he has enjoyed the opportunity to represent several neighborhood associations and organizations in District 5. Mr. Williams is a Magna Cum Laude graduate of Morehouse College with a Bachelors Degree in Political Science and Business and was awarded the Juris Doctor Degree from Howard University School of Law, graduating with honors. He is active in numerous community organizations and holds membership on various boards and professional organizations. To his many successes during his tenure in City Court he created the first Environmental Court docket in 1991 to assist in cleaning up the City, resulting in an 86% increase in compliance with code regulations. He currently serves as senior partner in the law firm of McKoon, Williams & Haun. He and his wife are the proud parents of two daughters.

THOMAS L. SCOTT, CLU, 4713 Brentwood Drive

Mr. Scott has lived in District 5 since 1960 and has served the community in many capacities. He is a retired Financial Planner and Insurance Salesman for MetLife, has served on the Chattanooga Estate Planning Council since 1985 and is a former Hamilton County School Board member. He is a graduate of Paine College and a member of several professional, religious and community organizations. He and his wife of 51 years are parents of three grown children and four grandchildren.

LUTHER C. SHOCKLEY, 4214 Midland Pike

Luther C. Shockley is a retired educator of the Chattanooga City Schools and formerly served as Interim Council member representing District 5 in 1998. He serves as Administrative Consultant to the Hamilton County Schools, is a Supervisor in the Tennessee Alternative Certification Program, a member of the Office of Multi-Cultural Affairs’ Educational Task Force and formerly served on many local boards. He received a Bachelor of Science Degree from Tennessee State University and a Masters Degree from UTC.

ANGELA D. CLARK, 3401 Campbell Street, Apartment 807

Angela D. Clark states she is qualified for the District 5 interim position because she is resourceful, broad-minded, community oriented and recognizes the importance of professionalism. She has held several positions within the Chattanooga community and feels she is destined for a career as an organizational consultant/business developer. She is currently pursuing a degree in Covenant College’s Quest Program.
